A Patwari (also called Lekhpal in some states) is the village-level government servant maintaining land records, collecting revenue, and witnessing transfers. In Odisha, the Patwari reports to the Revenue Inspector and is the originating authority for most field-level data feeding into Bhulekh. Direct verification with the local Patwari remains common in rural mutation disputes.
