The Odisha Record of Rights (ROR), also called Khatiyan, is the primary land ownership document maintained by the Tahasildar. Each entry contains technical fields: khata number (account), plot number (parcel), area (in acres + decimals), Kissam (land class — irrigated paddy, rain-fed, homestead, etc.), Hada (boundary description), Thika/Thatika (lease tenure), and remarks (mutations, partitions, encroachments). What is the difference between khata and plot in Odisha?

Khata is the account number identifying a tenant's holding. One khata may contain multiple plots. A plot is the physical land parcel with a unique survey number. Both must match the sale deed.

What does Kissam mean in a Khatiyan?

Kissam is the land classification — paddy (P-1, P-2, P-3 by quality), homestead (GA), garden (BG), forest (BJ), etc. It governs whether the land can be used for agriculture, building a house, or commercial purposes without conversion.

Can the Kissam be changed?

Yes, via a land conversion order from the Tahasildar / Collector. Conversion from agricultural to residential/commercial requires payment of conversion fees and stamp duty differential. Always verify the conversion order before relying on the new kissam.

Why does my khatiyan show two tenant names?

Joint tenancy or undivided family holdings are common in Odisha. Each tenant owns an undivided share. To buy from one tenant alone, you need partition deed registered at the SRO; otherwise all tenants must sign the sale deed.
