A mutation case's status is on the Tahasil portal (dwistodisha.nic.in), the Revenue Department's site for each tahasil. Choose the district and the tahasil, press "Go !", open "Case Status", pick the case type "Mutation [Along with Online OLR 8(A) and OLR 19(1)C ]", enter the case number as number/year (the portal's own example is 20/2018) and press "View Case Status". The portal finds a case by its number only, not by a name. Bhulekh's RCCMS case status lists no mutation case type for a Tahasildar's court, so a mutation case is not found there.

Step by step, as the Tahasil portal asks

  1. Open the Tahasil portal, dwistodisha.nic.in.
  2. Choose your district and your tahasil (the names are in Odia) and press "Go !".
  3. On the tahasil's page, open "Case Status".
  4. For the case type, choose "Mutation [Along with Online OLR 8(A) and OLR 19(1)C ]".
  5. Enter the case number as number/year, for example 20/2018, and press "View Case Status".

If you applied online, the Revenue Department's services portal shows how the application is moving on its application status page: choose the application type and give the application number, your mobile number and the application date.

The Tahasildar opens the case after checking the documents, and the portal sends an SMS when that happens (the portal's own procedure for applying).

How long a mutation case takes

The Odisha Right to Public Services notification gives the Tahasildar 7 days to dispose of an uncontested mutation case. A contested case is to be decided within 30 working days at most, by the Revenue Department's instruction of 2021.

A mutation corrects the Record of Rights; the registered sales and mortgages on the land are in the encumbrance certificate (EC), which a mutation does not change.

Checking it before money moves

You can read the land record from a name or a plot number, and search the same name across the District Courts, the High Court, the tribunals and the Supreme Court. Both answer in minutes and cite the page each fact came from, so an advocate can check the source rather than take a summary on trust.
