Blue Zone Land Meaning In Odisha

Blue zone land in Odisha: on Bhubaneswar's land-use map blue is commercial land and sky blue is water; on the plan's growth map, the Intensive zones.

On Bhubaneswar's land-use map (Map No. 2 of the Comprehensive Development Plan), blue is commercial land: solid blue is the Retail Commercial & Business Use Zone (C-1) and hatched blue the Wholesale Commercial Use Zone (C-2). Sky blue is rivers, canals and streams (W-1) and aqua is ponds, lakes and lagoons (W-2). On the plan's broad development zones map (Map No. 13.1), light blue marks the Intensive Development Zones: Bhubaneswar New Town (zone 17), Khurda (zone 23) and Jatani (zone 25). Cuttack's plan also colours retail commercial land blue. Since 15 November 2025 the commercial zones are governed by a list of what is not allowed, and anything not on it is deemed permitted.

What the official record actually shows

Odisha’s Record of Rights names the holder the revenue department has recorded today — the khatiyan and plot numbers, the kissam, the recorded area, and the hal and sabik columns that link the current entry to the one before it. It is the state’s answer to “whose name is on this parcel now”.

What it does not answer is whether the trail behind that name is clean. A Record of Rights carries no mortgage, no pending suit and no unregistered agreement. Those live in the Encumbrance Certificate and in the courts, and they are where a sale goes wrong.

Checking it before money moves

You can read the land record from a name or a plot number, and search the same name across the District Courts, the High Court, the tribunals and the Supreme Court. Both answer in minutes and cite the page each fact came from, so an advocate can check the source rather than take a summary on trust.
