Red Zone Land Meaning In Odisha

Red zone land in Odisha: red is the Public & Semi-public zone on Bhubaneswar's land-use map, and Old Bhubaneswar's Restricted zone on its growth map.

On Bhubaneswar's land-use map (Map No. 2 of the Comprehensive Development Plan), red is the Public & Semi-public Use Zone (PS), land for public and institutional use. Since 15 November 2025 that zone is governed by a list of what is not allowed there, such as wholesale trade, most storage and some industries, and anything not on the list is deemed permitted. On the plan's broad development zones map (Map No. 13.1), red-orange is the Restricted Development Zone: Old Bhubaneswar, planning zone 18, the Ekamra Kshetra heritage area. Anywhere, no building is permitted within 100 metres of a protected monument. Cuttack's plan also colours public and semi-public land red. Before you buy, ask the development authority for the plot's land use information: the time limit to give it is 3 days.

What the official record actually shows

Odisha’s Record of Rights names the holder the revenue department has recorded today — the khatiyan and plot numbers, the kissam, the recorded area, and the hal and sabik columns that link the current entry to the one before it. It is the state’s answer to “whose name is on this parcel now”.

What it does not answer is whether the trail behind that name is clean. A Record of Rights carries no mortgage, no pending suit and no unregistered agreement. Those live in the Encumbrance Certificate and in the courts, and they are where a sale goes wrong.

Checking it before money moves

You can read the land record from a name or a plot number, and search the same name across the District Courts, the High Court, the tribunals and the Supreme Court. Both answer in minutes and cite the page each fact came from, so an advocate can check the source rather than take a summary on trust.
