What the official record actually shows

Odisha’s Record of Rights names the holder the revenue department has recorded today for Ganjam — the khatiyan and plot numbers, the kissam, the recorded area, and the hal and sabik columns that link the current entry to the one before it. It is the state’s answer to “whose name is on this parcel now”.

What it does not answer is whether the trail behind that name is clean. A Record of Rights carries no mortgage, no pending suit and no unregistered agreement. Those live in the Encumbrance Certificate and in the courts, and they are where a sale goes wrong.
