A Halqa is the smallest revenue jurisdiction, typically a cluster of 3–10 villages, each headed by a Revenue Inspector (RI). The RI is the first point of contact for mutation applications, on-site inspections, and Patta verification. Bhulekh records are organised by Halqa internally.
