A Settlement operation is a statewide re-measurement and re-recording of land rights, plot boundaries, and Kissam classification. Odisha has had multiple Settlement cycles; the current ROR carries forward from the most recent Settlement. The transition from Sabak (pre-Settlement) to Hal (post-Settlement) khatas is the single most common source of plot-number mismatches in title verification.
