Bhu Aadhaar (ULPIN) in Odisha: What It Is and Where to Look
Bhu-Aadhaar (ULPIN) is the number the Centre gives each land parcel. What it is, what it is not, and what Odisha's Bhulekh shows for a plot today.

What is Bhu-Aadhaar in Odisha?
Bhu-Aadhaar is the popular name of the Unique Land Parcel Identification Number (ULPIN), which the Department of Land Resources calls "a 14-digit identification number accorded to a land parcel based on the longitude and latitude coordinates of the land parcel". It identifies the plot, not its owner. Odisha is on the Department's list of States where ULPIN has been rolled out, and Odisha's land records portal, Bhulekh, shows a "Plot Unique Id" for each plot.

What Bhu-Aadhaar is
Bhu-Aadhaar is the popular name of the Unique Land Parcel Identification Number (ULPIN). The Department of Land Resources describes it as "a 14-digit identification number accorded to a land parcel based on the longitude and latitude coordinates of the land parcel", which "depends on detailed surveys and geo-referenced cadastral maps" (Department of Land Resources, ULPIN).
The DILRMP 3.0 Operational Guidelines (2026-2031) say that after a map is georeferenced, "Bhu-Aadhaar (ULPIN) shall be generated and assigned to each land parcel in accordance with the standards prescribed by the Department of Land Resources", and that it "shall serve as the unique and permanent digital identity of the land parcel" (DILRMP 3.0 Operational Guidelines, §2.2.1).
What it is not
- Not a person's Aadhaar. It is the land parcel's number. The Guidelines treat a holder's Aadhaar separately, as "consent-based integration of Aadhaar Number" in the land record database (DILRMP 3.0 Operational Guidelines, §2.2.3).
- Not the owner. The number identifies the plot. Who holds it, and on what right, is in the plot's Record of Rights.
- Not a card to apply for. It is generated by the State from its georeferenced maps; the Guidelines leave its generation to the States and Union Territories under the Department's standards.
What DILRMP 3.0 changes
The Guidelines set, as an objective, "Complete digitization, georeferencing and Bhu-Aadhaar (ULPIN) assignment for all land parcels (both rural, semi urban and urban)". They count 38.9 crore land parcels assigned Bhu-Aadhaar as the baseline on 31 March 2026, and they say where the number is to appear: "Wherever ULPIN has been assigned to a land parcel, the same shall be prominently displayed on the Record of Rights (RoR) and the corresponding cadastral map at the time of generation of these documents" (DILRMP 3.0 Operational Guidelines, §2.2.1).
The Department's ULPIN page lists Odisha among the 29 States where "ULPIN has, so far, has been rolled out" (Department of Land Resources, ULPIN).
Where Odisha shows a plot's number today
Bhulekh, Odisha's land records portal, has a page called "View Plot Details by Unique Plot Id" (Bhulekh, Search Your Plot). It has two parts:
- Know your plot unique ID: choose the district, the tahasil, the village, the khatiyan and the plot, then press Search. The page prints "Your Unique Plot Id is" and the number.
- Search your plot by plot unique ID: type the number into "Enter Plot Unique Id" and press View Plot Details.
Read on 6 October 2026, for one plot in Khordha district, the number Bhulekh printed was 19 digits long. Bhulekh calls it the "Plot Unique Id" and does not say whether it is the plot's ULPIN, which the Department describes as 14 digits. Until the Record of Rights prints a Bhu-Aadhaar, as the Guidelines direct, quote the number by the name Bhulekh gives it.
The BhuNaksha map report for a plot (read on a saved report, 6 October 2026) prints the plot and khatiyan numbers, the village, tahasil and district, the map and the area, and no unique plot id. So the plot map shows the plot's shape, not this number.

No. Bhu-Aadhaar is the land parcel's number. The DILRMP 3.0 Guidelines treat a holder's Aadhaar as a separate, consent-based step in the land record database.
Does the Bhu-Aadhaar number prove who owns the land?
No. It identifies the plot. Who holds the plot is recorded in its Record of Rights, which you can open by plot or khatiyan number.
