Bhu-Aadhaar is the popular name of the Unique Land Parcel Identification Number (ULPIN), which the Department of Land Resources calls "a 14-digit identification number accorded to a land parcel based on the longitude and latitude coordinates of the land parcel". It identifies the plot, not its owner. Since the DILRMP 3.0 Operational Guidelines of September 2026, every land parcel in every State and Union Territory is to get one; whether a citizen can see it online is, in the Department's words, up to "the respective State revenue department/UT administration".

What Bhu-Aadhaar is
Bhu-Aadhaar is the popular name of the Unique Land Parcel Identification Number (ULPIN). The Department of Land Resources calls it "a 14-digit identification number accorded to a land parcel based on the longitude and latitude coordinates of the land parcel" (Department of Land Resources, ULPIN). It names the plot, not its owner.
The Department's own questions and answers say who makes it and when it changes: it is generated by the "State/UT Revenue administration using software utility provided by DoLR", and it "will change if the land parcel is partitioned into more than one parts" (Department of Land Resources, FAQ).
What changed in September 2026
On 10 September 2026 Union Minister Shivraj Singh Chouhan launched the Operational Guidelines for DILRMP 3.0: "Every land parcel to receive a 14-digit Bhu-Aadhaar (ULPIN) alongside full georeferencing of cadastral maps", and "DILRMP 3.0 will be implemented across all States and Union Territories with 100% central funding" (PIB, 10 September 2026).
The Guidelines run from 2026-27 to 2030-31 with an outlay of Rs. 565.50 crore, and set as an objective "Complete digitization, georeferencing and Bhu-Aadhaar (ULPIN) assignment for all land parcels (both rural, semi urban and urban)". Where a parcel has one, "the same shall be prominently displayed on the Record of Rights (RoR) and the corresponding cadastral map at the time of generation of these documents" (DILRMP 3.0 Operational Guidelines).
How far it has gone
The Department's ULPIN page lists 29 States and Union Territories where "ULPIN has, so far, has been rolled out" and 4 where "Pilot testing of ULPIN has been done"; the page was last updated on 25 April 2024 (Department of Land Resources, ULPIN).
The DILRMP progress report, read on 6 October 2026, counts a ULPIN assigned in 4,92,110 of 6,50,349 villages (75.67%) and in 40,86,26,839 of 58,95,39,383 land parcels (69.31%) (DILRMP, State-level report).
Whether you can see the number online is the State's call. The Department's FAQ: "Whether the ULPINs are kept in the public domain? It depends on the respective State revenue department/UT administration" (Department of Land Resources, FAQ).
