How the Bhulekh online check works (every district)
- Open https://bhulekh.ori.nic.in/RoRView.aspx in any modern browser. The portal is bilingual (English + Odia).
- Pick your district from the top-level dropdown — Bhulekh covers all 30 districts of Odisha.
- Pick the tehsil within the district. Larger districts (Khordha, Cuttack, Ganjam, Mayurbhanj, Sundargarh) have many tehsils; rural districts have one or two.
- Pick the revenue village. The list is alphabetically ordered.
- Search by khata number (preferred — the unique tenant identifier) or by plot number if you only have the plot reference.

What to look for on the Khatiyan you pulled
- Tenant name(s) — match against the Sale Deed parties and against the Encumbrance Certificate name list.
- Khata + plot reference — make sure the seller has standing on this exact khata/plot combination, not a related one.
- Kissam — the land classification (agriculture, residential, etc.). A kissam mismatch with the deed schedule is a Critical flag.
- Area — match the area on the Khatiyan against the schedule of the Sale Deed.
- Sabak vs Hal — Bhulekh now exposes both the older sabak khatiyan and the current hal version. Always pull the hal Khatiyan; pull the sabak only when the chain spans the digitisation cut-over.
- Patibandha (back-page) — the encumbrance / restriction column on the back of the Khatiyan. Read it before clearing the title.
When Bhulekh ROR conflicts with the SRO Sale Deed
A registered Sale Deed at the Sub-Registrar Office (SRO) does not automatically update the Khatiyan. Mutation has to be pushed through to the Tahasildar separately. If the Khatiyan still shows the prior tenant despite a registered deed in favour of the seller, mutation is pending — flag it, do not assume the chain is broken.

Why does my Khatiyan show the prior owner even though we registered the Sale Deed?
Registration at the SRO and mutation at the Tahasildar are two separate steps. Bhulekh reflects the Tahasildar mutation, not the SRO registration. If mutation is pending, the Khatiyan still shows the previous tenant — push the mutation file to the Tahasildar.
Can I read the Khatiyan in English?
Bhulekh exposes both English and Odia views. Older sabak khatiyan are typically Odia-only. Hal khatiyan render in English by default.
Does Bhulekh show encumbrance or only ownership?
Bhulekh shows ownership (tenant name) and the Patibandha (restriction) column on the back of the Khatiyan. For the full encumbrance picture you also need the IGR Odisha Form 25 Encumbrance Certificate.
