Bhulekh Odisha: How to Check a Land Record Online

What Bhulekh is

"Bhulekh portal is the website of Revenue & DM Department, Odisha to check the Khata, Plot and Tenant details of Land Parcels present within the state. The data is updated every day in order to reflect the actual status of Land parcels" (Bhulekh user manual). IGR Odisha: "All the RoRs are available in the public domain in the Bhulekh website" (IGR Odisha, 2019).

The home page's "State Statistics" gives the portal's own count: on 26 September 2026, 30 districts, 317 tahasils, 2,721 RI circles, 51,821 villages, 2,04,84,623 khatiyans, 6,02,46,038 plots and 4,76,41,886 tenants (Bhulekh, user manual).

How to check a land record on Bhulekh

1. Open bhulekh.ori.nic.in. The home page is the search, under "Select Location for RoR". Opened directly in a new browser session, the RoR page's own address (RoRView.aspx) shows the portal's time-out page, "You have been timed out of the website"; start from the home page instead.
2. Select the District, then the Tahasil, then the Village. The lists are in Odia script: the table below gives each district as Bhulekh lists it.
3. Search by Khatiyan, which is selected by default, or by Plot number or Tenant name.
4. Choose the Khatiyan number and click "View RoR".
5. On the Record of Rights, "Print" prints it, "Khatiyan Page" goes back, and "Pay Land Revenue" opens the ePauti portal to pay the land revenue (Bhulekh user manual).

Bhulekh's FAQ says every detail can be seen in Odia with the Odia button at the top right (Bhulekh FAQ). No login is needed to view a Record of Rights.

What the Record of Rights shows

The front page, as Bhulekh prints it: the mouza (village), tahasil, thana and district; the khatiyan's serial number; each tenant's name, father's name, caste and residence; the status of the holding (Sthitiban, for example); the dues (water rate, rent, cess and any other cess); any special incidents; and the date of final publication. The back page lists every plot on the khatiyan: the plot number and its chaka, the kissam and the plot's rent, the kissam in detail with the plot's boundaries, the area in acres, decimals and hectares, and remarks. Bhulekh's FAQ puts the tenant, rent and cess details on the front page and the plot details on the back (Bhulekh FAQ). A finally published entry "shall be presumed to be correct until it is proved by evidence to be incorrect" (Section 13(3), Orissa Survey and Settlement Act, 1958), and the front page prints the date of that final publication. A lender's panel advocate reads the same record for the title report a home loan needs. A certified copy from the Tahasil carries a user fee of Rs 50 per khata (Revenue Department, 2017).

The RI login is for Revenue Inspectors

The page at bhulekh.ori.nic.in/RILogin.aspx is the "BHULEKH SUCCESSOR UPDATION Login (For RIs' Only)": the Revenue Inspectors' page for recording successors. The portal's "RI Login for Demarcation" link opens the Revenue services portal's login, and "Departmental User Login" is for Revenue and Disaster Management officials (Bhulekh user manual). A citizen needs no login to view a Record of Rights.

Maps, plot ids and the other links on Bhulekh

• RCCMS is the Revenue Court Case Management System, for cases before the revenue courts.
• Tahasil Information opens the Tahasil portal, where a mutation case is followed by its number and year.
• Payment of Land Revenue opens the ePauti portal, and Registration Portal the IGR Odisha site.

When the record and the deed disagree

A registered sale deed does not change the Record of Rights by itself. IGR Odisha: "immediately after registration of a sale deed, a Form-3 is transmitted from registration office to tahasil office for initiation of a mutation of case and change of RoR" (IGR Odisha), and an uncontested case has a 7-day limit under the Odisha Right to Public Services Act (ORTPS services). Find a record by the owner's name

Bhulekh finds a record one village at a time. BhoomiScan's land records by name searches an index built from Bhulekh's records, 51,763 villages as of 24 September 2026: looking up a name is free, and a check that tells apart people who share a name costs 5 credits. With the village and a plot or khatiyan number, land record by plot opens the Record of Rights for free once you sign in.
